Aspera GmbH White Paper

Software License Management for the Public Sector

In the past, government agencies were granted volume contracts with very favorable purchasing conditions. Many of these agreements are now expiring and due to the economy software publishers are no longer so flexible with their pricing. The next round of volume contracts, covering an average term of 3 to 5 years, will significantly raise the cost of software. Software publishers are also investing more in compliance programs, that audit commercial and government customers alike. Given the role government plays in the protection of intellectual property, it would be very embarrassing if a department failed to comply with its licensing agreements and had to deal with the legal and financial consequences to boot. Government can permanently reduce software costs with process-oriented license management proven to work in large, complex, decentralized enterprises.
